I bought my JIC's second hand and the guy did not have any of the tools to adjust them. Are there other tools I can use to lower the car and adjust the JIC's?

Are there any recomended settings to start with? I feel that the car is two high right now...
 
You can get the wrenches from JIC or any reseller.

Do not just use a plumbers wrench on them!!! I suggest getting the car corner weighted and starting from there.
 
It's real important that you corner weight the car to get the results you're looking for from the JIC's. Then you need to check what is enough wheel clearance, by removing the spring, disconnect the anti roll bar, reassemble then compress the suspension with the wheel mounted. You need at lease ¾ inch of clearance between the body and the tire, as you will be unable to compress the bump-stop that last ¾ inch.
