Reputation: Valve seals keep oil from entering the combustion chamber from the head - they don't seal the valves themselves. If air is escaping from anywhere in the head, chances are you need new valves altogether.

no you should not have to remove the head from the car. It will involve a complete tear down though anyways so you might as well pull it and get it ported/polished new valves etc.
 
No problem. Just make sure you know what the problem really is before you start tearing thing apart though.
