2G Install on 2g OEM mudflaps

I got the fronts on and those look good, but the rears are giving me trouble. are they suppose to sit flush with the body line? and are they put in between the splash shield and bumper? i have the instructions from MITSU but not helping at all.

They bolt between the gaurd and the tire (atleast mine do). the mudflap should sit pretty much flush. It probably won't be perfectly flush, but should be really close. if they dont, just make new holes on the mud flaps or open the ones already on it and add a larger washer.
