If my rear seatbelts don't work....does the dealer have to fix it?

Well ever since i got the car back in june 2001 the rear seatbelts never worked. Not like i cared because i didn't need them...no one has wore them. Well today was a different story. I was went to pick up my girl and she asked me if i could bring her sister's daughter home, and i was cool with it (she lives in the same town about 5 minutes from me). Shes only like 2.5 or 3 years old....not really sure. But the thing is i couldn't put the seatbelt on her because it doesn't work. And i do drive a highway to get home (in newark with some bad drivers) so if anything happened it would of sucked. well i thank god that nothing did happen.

now what i mean when i say they don't work is this: the belt itself works...moves up and down and stuff. But the thing you clip the belt to doesn't come up. Im not too sure if you guys are familiar with eclipse interior....but in the back the things you clip the belt to are in the seats and you have to reach in there and bring it up to clip the belt. My things are stuck in the down position and you can't bring them up. I've looked at them before....taking out the seat but i couldn't figure it out.
 
You have to pull the tabs on the front of the seat, and reach under there and slide the buckle's through the holes in the seat then lock the seat back in place, and they should stay up enough to pull them through.
 
I think he means the bottons are stuck down.

The dealer doesnt have to fix crap. I would nail it with a chisel or somthing. Or just take them out and bring them inside and take them apart. Shouldnt be hard to take those out.
