Idling up and down when in park and neutral

My car is 92 Talon 4g63, non-turbo, automatic. It idles up and down when it is in park and neutral. It idles between 700 and 1,400 rpms, in one second intervals. If I unplug the switch kit idle sensor off of the throttle body it idles at 2,000 rpms but when I put it in gear it goes to 1,000 rpms. I have tried everything I can think of, does anyone have anything they can think of?

The idle control on this mofo's are kind of a pain in the a$$
