Idle Surge(just replaced ISC, still surges)

FIrst off, yes I have searched the forums. I have looked through tons of threads relating to the ISC and idle surge problem. But I need more of a direct answer. Here is my dillema, I am going to be as thorough as possible:

The car idled rough from the start, would surge up and down even up to 3000rpms.
Then it would drop right down to 0 and die.
Can't start car again unless I wait a good !-2 hours.
I ran a code scanner and the only problem that came up was the ISC
That's my problem

I just replaced the ISC, with a brand new one from AutoZone.
Reset the ECU by unplugging the negative battery terminal for a bit
I'm all excited that my car will actually be drivable!
Checked to make sure everythign was hooked up corecctly.
Go to turn on the car, and crossed my fingers.
It surged mildly, from 1100 to 1300
Then it finally idled normally at about 1100 for around 2 minutes
I backed out and reparked the car
Idled fine, then a minute later, it started surging like it used to.
Then it dropped to 0rpms and died.

I need some help here! Could it be my TPS or maybe I need to clean my TB? I know this has been answered a million times throug the forums here, but most people either replace the ISC and they're good, or they have the 4G63 and adjust the BISS. Any expertise on this situation would be very helpful!
