ok heres my prbolem when cruising in neutral to a stop light my revs will surge between 1200-1600. and at idle it climbs to 1700. I just removed the emission control system I capped everything off. and my stock fpr is lined into my manifold. I do not have cruise control. what could be causing this. btw I bocked off my egr as well.

Check the BISS screw in the Throttle Body. Sometimes the air compensation for the Emissions control can exert more pressure on this idle adjustment. If it is bad (the o-ring inside goes junk after a while) Pick one up at a Mits. dealership.

ok i adjusted that all thec way in and now it seems fine. idle is from750 to 950 in about 15 sec intervals
could be thats its cold here though. when i get home i am going to route my stock fpr back into the soleniod and see if this eliminates the problem.

Did you ground the ignition timing adjustment plug and the diagnostic plug?
If not, I would highly suggest that you do it. If you didn't, over time your idle will go back to surging. If you are lucky it might last you about a month or so. But usually within 3 days or so you might start surging again. Ohh, I see that you are 2g, well, I wouldn't really know much about it but I'm assuming that the same principle applies. Check here for a further explanation on how to do it properly. {www.vfaq.com} Under intake.

You might also have a problem with idle air control motor if you still have a problem after adjusting the base idle screw and timing. Check the idle air control motor.

Also called an ISC (idle speed control) motor. You'll find more info via searching on ISC than IAC.
