Idle Stutter issue

Well I am looking at picking up a 91 talon TSi AWD it seems to run mint other than when you first turn it on it has a really bad idle stutter... it spikes alot. Once you drive it for like 10/15 mins it run and idles fine once it is warmed up. What could this be and is it cheap to fix?

I believe you are referring to what we call "idle surge". Do a search for that term and read up.

Most likely it's the TPS and ISC sensor and unless you can find one in a junkyard or eBay they're pricey.
