howling noise

well im stumped , besides switching out a turbo for a spare 14b ive got layin around i dont know what else it could be. when im driving the car it just makes a loud howling noise and the turbo doesnt spool. everything else about the car is running just like normal. i read a few posts when i searched and a lot just werent what i was looking for. ive basically returned the car to stock trying to figure out whats going on. the only thing aftermarket on it right now is the exhaust everything else is back to stock. the intercooler piping is all checked out, manifold and the rest of the exhaust system's bolts have been checked. what else should i check i open to any and all ideas. thanks in advance

Is this noise present all of the time, or just when you lay on the gas and expect the turbo to spool up? Did you check both turbos for shaft play/free spin? Belts, maybe?

when i give it gas and expect it to spool, it just howls. i checked for play and it didnt seem out of the ordinary.
