Hmm.. what's this by the fuse box?

What is this next to the fuse box? Inline fuse? The car has a refurb OEM alternator and I'm thinking there may have been an electrical issue at some point. Anyone have a clue as to what the wires are running throughout the fuse box? I've never seen this sort of hack job done..

Also, what's the difference in appearance from the 1G and 2G blow off valves? The one installed on my car is originally green but has been painted red..

Guessing from that remarkably microscopic picture, it might be a foglight re-wire. Do yours come on with just the parking lights, or stay on with the high beams?
