Is it possible to do an hid projector conversion in 97-99 headlights with halos or will it not work?

You can. It's just a matter of getting the right bulbs (H3) for the projectors in the kit you'd get. When I first got my projectors I bought a Catz Zeta system, which is advertised as being able to increase bulb output by 100%. The only problem with the Zeta system though, was that by increasing output power, it also increases heat which would have melted the lights. Projectors don't have as much space around the bulbs as factory headlights do, so I didn't install them, and still have the Zeta system in the box. HID's don't get as hot & should work really well in projectors.

Another thing that I did was get some good driving/fog lights to support the headlights. I don't have a problem at all with my projectors and don't really notice a dropoff with illumination down the road.

I just put projectors in and the illumination is not nearly as good as the stock headlights. I'll have to get driving lights to support them also, to fit into my new JDM body kit.

Well I have some hids from an audi a6 so getting them is not the problem but nobody thinks there will be any fitment problems with halos?

If there is a fitment problem with the halos you can just take them out and make some new ones.
