Help With Headlights!

I have both headlights out on my 90 Laser. The lights pop up and the fog lights and rear lights, light up..Could this be a bad relay? Or does the headlight relay rin the motors only?

Also, my battery is shot, it's hissing and venting loudly..Could this be it?

is it possible thatyou have to burnt out bulbs ? check voltage at the buld harness.
hi -beams work ?

The highbeams do not work either...and the bulbs are not burned out..Weird huh? Has to be the relay...
