heatsoak cause minor idle surge?

Is it possible for heat soak to cause minor idle surging?. I noticed my intake temps in the 100 degree range when just driving the car normally, no wot! After coming to a stop and when the intake temps are that high its the only time my car will slightly want to die and a/f ratio goes lean to 15/16ss then back to 14.7 then back 15/16ss while sputtering.
Car does not idle surge any other time. And coolant temps hover around 203 degrees, no overheating. Def feel the heat when I pop the hood and I'm thinking its causing the timing to be retarded causing the slight idle surge.

I also notice my IC position always changes by itself to a higher number, never stays at 30 after adjusting. Could this because of the heat soak causing idle issues?

Isc has less than 100 miles on it.
