if i was to brillo the one headlight, will it be normal again. it keeps getting foggy on the one light

Ditto. I used the same procedure and my headlights looked fantastic. Every now and then, whenever they begin to look a little cloudy, I touch them up with Mother's Plastic Polish (PepBoys); it brings the clarity right back.
 
if it's really bad take some 800 grit sand paper and some water and lightly sand the whole light. Repeat the prossess with water and 1000 grit. Then take scratch-out and buff them. You will be SURPRISED at the result. :thumb:

UV light and age. The plastic polymers naturally break down over time; UV light accelerates the process. When the polymers break down, light is tranmitted less efficiently; hence the cloudy/yellow appearance.
