Hi i was wondering i have a 98 gst and i found this 5900K HID BI-XENON H13 100 Watt BULBS HEAD LIGHTS CONVERSION KIT
and it comes with the ballasts but it says on the box h4 12v if i use the ballasts will these work on my car? Iam sorry i hope iam posting in the right spot, any help would greatly be appreciated thank's

Are you running the stock headlight housings? You need 9005 bulbs if you are. The H type bulbs wont fit unless you have the projector style housings.

see my post HERE

Unless that kit comes with proper projector housings (re: HID projectors) I suggest you do not use them. Your car requires a 9005/9006 bulb setup for high and low beams. If you are looking upgrade to something better, either buy better 9005/9006 bulbs, or consider using the HIR1/HIR2 9011/9012 bulbs.

The problem with using the HID kits is that if you do not have the proper projectors, you will throw light everywhere (it will not have the proper cutoff pattern), and you will blind other drivers on the road, which causes a safety concern. While you may not care much about the other drivers on the road (worst case scenario mind you), I'm sure you'll care about the hurt on the wallet if you get caught running them. It is a $6000 FEDERAL fine and chargers PER BULB AND BALLAST with those kits. Again, the only way to legally convert to HID is to use the proper projector housing, or to retrofit an existing factory HID setup from another vehicle (ie, an audi, etc). I cannot stress this enough.

Sorry if I am coming off as a d***, but this is one thing I am very passionate about.

OP you could try and trade for your bulb-specific kit. Or, If anything you can go to an auto parts store and buy bulb-specific connections (9006 or H11, etc) cut the factory ones out solder the ones that fit your kit in.

I'd personally like to know where you got this information from, I'm in Texas and know TONS of people running HID Kits on their cars. I've gotten pulled over for various things and have gotten compliments by officers on how the lights look. My step-dad is a Leuitenant @ the County Sherrif's Office and he even likes how the light output on the road is.

EDIT:
From your thread:
"Source of info: Hands on experience with HIR1 and HIR2 bulbs, as well as other automotive lighting while working with my friends at rallylights.com "

If you angle them correctly, blinding other drivers is not a problem, nor is seeing the road properly.

Texas Transportation Code - Section 547.305. Restrictions On Use Of Lights - Texas Attorney Resources - Texas Laws

"A motor
vehicle lamp or illuminating device, other than a headlamp,
spotlamp, auxiliary lamp, turn signal lamp, or emergency vehicle or
school bus warning lamp, that projects a beam with an intensity
brighter than 300 candlepower shall be directed so that no part of
the high-intensity portion of the beam strikes the roadway at a
distance of more than 75 feet from the vehicle."
