I just bought the car, on my 200 mile drive home in broke down halfway home. It began over heating, and lost the alt. and P/S, also the oil pressure.
So the alternater and w/p belt hopped off the pulley's and hit the feed line for my after market oil pressure gauge. I lost plenty of oil. Got it stopped quickly.

When it broke a second belt I didn't have time to deal with it for awhile.. I just decided to check out the harmonic balancer.. It was apparently running on the timing cover and had begun to wear it's way into it.

What can cause my harmonic balance to drop in toward the engine? What should it take to fix? I've got the four bolts off of the balance but haven't been able to yank it off.
It's a 90 Talon AWD.

The rubber part of the harmonic balancer failed. It's a pretty common problem.

Exactly.

Spray a bit of PB Blaster around the hub not on the belts and let it set, it should slide right off.

Make sure when you reinstall your new one you use red loktite. Make sure that your timing cover bolts are tight too.

Reinstall a new HB. This is def a common problem. It kinda sucks but good luck tho. Go to harbor freight and purchase a HB puller kit. They are cheap there and you only need to use it once (hopefully)
