Greddy profecb with stock turbo boost levels

Hello,

I just got and installed a greddy profecb. When I turn the unit off, my car runs around 15PSI of boost. When I turn it on and put the boost knob all the way down it does the same thing. I've read about how people run around 9psi with the unit off. Did I do something wrong, or am I not going to get any lower with my setup?

With no boost control on the car at all, it was running 16-17psi. Same deal with stock boost control.

I haven't changed the wastegate actuator. I bought the car used but it was stock when I bought it so I doubt it was touched before I bought the car.
