funky boosting, please help

Bought a 91 TSI not long ago and the car ran great. I put on a upper ic pipe and bov and a boost controller. The car has always boosted sometimes but not every time. Figured the boost controller would help. No one Ive talked to can tell me whats up. The gauge will read boost at what its set at but the car wont spool up and take off like it should. Ive gone from smoking camero's to trying to keep up with a civic, its imbarassing, please help.

Does it do anything other than just not boost, such as missing, breaking up, smoking?

What RPMs/gears does this occur in, and is it only under WOT, or under partial throttle too?
