Fuel pump not drawing up fuel.

I switched back from an inline fuel pump to a in tank one with a walbro and it will not draw up the the fuel.

I hook it directly to the battery and it just runs and no fuel comes out of the line. I have searched everywhere and it seems no one has ever had this problem before. What could be the cause for this? I have tryed everything.

Does the tank have to be fully sealed in order for it to work?
 
I have set a stock pump in a bucket with only a tiny bit of gas in it and it was enough to make pressure to start the car quickly. The gas just went over the filter sock. If the pump is submerged and has power hooked up correctly (not reversed polarity) it will work. If it doesn't, well it's probably dead.

Everything is exactly how you described. There is over a half a tank of gas. Both pumps turn on and sound great but no fuel comes out of them.

Will the pump run if it is hooked up backwards? Just out of curiosity.
 
If you hear the fuel pump whine while power is connected to it yet you can confirm that no fuel is coming out the top tube, try inspecting/changing out the filter sock. There may be an obstruction somewhere in the filter or where the filter mates to the fuel passage in the pump. Improbable, but simple to check and worth a shot.
