fouled plugs - coil? tested, really cant figure this one out

I have a 1990 Galant, with a VR4 motor in it. snapped the clutch fork, and now... (get this) my car wont run right.

ive fixed the clutch, put everything together, and now, it fouls the plugs just starting it. ive put new ones in, ive tested the coil pack, fot 13.6 on the plug wire side, and .9 on the connector side (range is .7 - .86?) i went from bpr7es to bpr6es because i was fouling the plugs up in about 4000 miles.

i dont have a way to do a boost leak check, but ive checked all the hoses, and re-tightened them. this literally started when i cranked it over to check the tranny.

along the way i pulled apart one of my magnacor wires, so i have to buy a new set now.. awesome.
the wires themselves only have about 15k on them, the coil was used when i got it, but would .04 really signify that its bad? also does it matter that its on the connector side.
i brought a new ECU with a stage 3 chip in it, although ive never taken it above 15 psi.
before the clutch broke the car ran pretty decent, but it will barely idle now, i had to pull the connector for the idle speed controller just to get it to idle at all.

hopefully this story gives someone an idea what it might be?

check your injectors.i had the same problem when i did my tranny swap i had to move the cruise control box out the way and it kinda touched the injector wire..the way test that is buy pulling a spark plug wire out one by one if it dont change how it runs then check that wire on the injector.
 
It would have to be one BA boost leak to barely stay at idle. Definitely and ignition issue or a bad sensor

I had to replace my TPS sensor once car would idle but go nuts if i gave it gas. Theres also the IAC sensor which could be the problem. Any check engine lights? If so diagnose the issues.
