95' gsx at 8-to-10psi the engine flutters but if i dont push it past thats runs great what could that be?

Your bov may be set too tight. Mine flutters at very low psi (0-5 psi), but works fine above that

my boost control is set at 18psi and just recently if i get on it as soon as i hit 8-to-10 psi the engine flutters and builds no more boost and no more acceleration so to speak

Sounds like a boost leak, I'm sure you tested before posting this because you searched. Where dist you find leaks? I bet they show up between 8 and 10 PSI?

I thought you may have been talking about bov flutter.

well i cap off both end at the compresser wheel to the throttle body and pumped 20 psi into it and found the the boost controller i had was leaking bad so i replaced it... so i pumped it up again to 20 psi and it ever so sightly leaks off, about 15-20mins to leak out
