The other night I was with my buddy and floored second gear up to approximately 6k in my 99 GSX. The car was fine while boosting and didn't make any noises (nothing broke that I could hear). On the way back home I noticed that as the car was building boost there was a sound best described as a low pitched whistle which was somewhat loud but not extremely loud. The car definitely isn't building/holding boost the way it was before. The cars vac and idle is the same as it was before the problem occurred. As the turbo spools more the sound gets louder and then gradually goes away after about 4k RPM but like I said the turbo clearly isn't building good boost. The sound doesn't occur under normal acceleration, only when the car begins to build boost. If you need any other clarifications I'll be checking this thread often and will post whatever you need to know. I don't have a boost leak tester yet but I just wanna know if you guys might know what it is. Any ideas?

Boost leak, Just check your connections around intercooler piping.
Hopefully that should solve the problem, if not we got a bigger problem.

It sounds like you have a boost leak. Check the intercooler and piping after the turbo. Make sure all the connections are good and that there aren't any cracks and/or tears.

Also check the BOV to make sure it is functioning correctly.

Hope this gives you some place to start.

Yup definitely a boost leak. You hear the whistle because a pipe or coupler isn't sealed and exposing the noise of the turbo.

When that happened to me, the jpipe got loose on me which caused it to whistle. The second time I hear whistling, the turbo was bad and the compressor wheel was rubbing the housing. Does your turbo have alot of shaftplay?
