Car runs and drives and Even Boosts (Up to 10 psi) perfectly fine. I replaced the O ring on my Hard water pipe...and After getting it all back together I took it out to check for collant leaks and so on...Boosted hard and strong to 15 (where I had it set) The next day on my way to work the car woudln't boost past 9 - 10 pounds. It spools up quickly and has no problem with Creep and does not Spike at all. it just sits at 10 like it's super glued in place.

Now I have done the following.

Dropped the cat to see if it was clogged...still the same amount of boost

Taken off my Boost controller and Used another one...No dice.

Ran it off the wastegate with a T valve to act as a Leak of sorts. ( I was told with this it shoudl go to like 20 pounds quickly and possibly more) Still holds at 10.

Checked my Actuator...and replaced with another actuator...Both Worked perfectly fine as far as extending under pressure...Still the same amount of boost.

All IC PipesClamps/Vacumn Lines have been checked and or replaced...So I don't think it's a Boost leak.

The only thing I'm leaving out is the Turbine housing itself(I haven't checked that yet)...Is my flapper giving me issues?
 
Make sure your gauge is not stuck on 10. Get a hand compressor and hook it up to the line that goes to the gauge and see if it will go past 10.
