Fans not on / not overheating / white smoke

I have no idea where to go from this but heres the background on this..

I bought my first car back that i owned 5 years ago, the motor shot a rod,
I replaced the motor and turned it over, the head gasket was shot, replaced with my old head, a head gasket, and new head bolts...

I turn car on, and it starts smoking after a while, oil still looks not so milky, but had a little left in it from before when the head gasket popped..

I can't tell if its straight white, or a little blue tint ... looks more white,

But anyways, the car isn't overheating with the mass amount of smoke, and it sits middle. But after i shut car off i can hear the coolant in the water neck boiling.. Shouldn't the fans be kicking on?!? (the temp reads middle never goes over)
 
After you turn the car off, try turning the key back into the "ON" position. The fans should kick on then.
 
i went outside to check, and if i put the heater on inside, and turn the key to on, and the ac button pushed in, the one fan runs.. so i feel like the fans work.. But shouldn't the one fan only kick on when the car reaches a certain temp? is there a chance that the car just isn't overheating? it sat on middle for a good 10 minutes and never moved .. shouldn't it start heating up by then and the fans kick on??
 
10 mins of no load wouldn't make it heat up enough. let it run for a bit and take it for a 0-60 and then sit for a minute or two and it should start to heat up.

Have you checked your fuses for the fan? It sounds like just the condenser fan is running.
