Emissions testing = Tuned AFR?

My car past emissions testing with flying colors.
So this should mean that in terms of AFR...its more or less tuned?

Um, no. It means that your car is not causing excessive pollution. The only thing related to AFR that would cause you to fail is if it was waaaay off, and rich only I believe. The only way to tune the AFR is to tune the AFR, with a wideband.

edit: to clarify, your AFR being way off would cause you to fail, and your car to run like ass, but your AFR off a little bit would allow you to pass, and your car would run like half-ass, and the only way you would know what no-ass feels like is if the AFR was tuned perfectly. basically, you won't notice the difference until you've felt the difference.

For Me, Past 4000 RPM's It Drops To around 10.1

If you passes I would be a little worried because that means that you are running around the 14:1 area or leaner not causing any bad pollution. Depending on what psi and turbo and whatnot you are running that is VERY lean for a turbo car. Like MTWOLLET said you want to be running richer. I don't know about 10:1...seems a bit excessive to me since I'm tuned to 11.8:1 and running perfectly. Always want to be running a little rich to keep everything cool and happy inside the combustion chamber.
