emissions testing issue

i have a 1998 eclipse gst and im up for and emissions inspection. every time i cut the key off my readiness monitors reset and it fails because of this. ive found a few TSB about this but every dealer i call hasnt heard of it. i also seen something about a reflash but they said that its not true.

this is from the EPA website
1996 - 1998 Mitsubishi vehicles - These vehicles may have a high degree of “Not Ready” for catalyst monitor due to a “trip based” design. Mitsubishi has provided driving cycles in its service information to allow monitors to operate. These vehicles should be scanned for MIL illumination without regard to readiness status.

my question is what do i do, The dealer wants $100 to "try and see." i have all the drive cycle information but like i said once the key is off all memory is gone. all fuses, grounds and battery is good.

What are they asking $100 for?
 
I have the same issue with my 97 GSX. I finally went to the county inspector and they followed the recommendation and tested the car without the monitors being ready.

ok cool i just called the dmv and they arnt in the office but 8-10am. do i have to do this every year
