egr p0401 dent

Hi guys. I've had my CEL on for a long time and my 98 eclipse rs runs fine with it on. When I erase the code p0401 it runs like crap. Hesitation, stumbling and when i hold idle steady RPM's drop and rise as if not getting fuel. I recently removed the EGR valve and cleaned it and put a new gasket. It didn't look too dirty. I noticed a dent on top of the valve could it be the problem that keeps bringing back p0401. How is it that it runs better with the CEL on?
 
The guy in that thread seems to have had a loose header to pipe connection. I'll check mine. Throughout my search I read of a guy who had this code because of a clogged catalytic converter does that sound possible? How do I check my cat? I'm still not comfortable with that dent on top of the EGR valve.
