and this one seems like around the fog light the plastic is thicker then the one above or maybe its just me

Yeah you can. I've got a 97 bumper on my 95.
It's a little trickey to get the headlights to fit, but still an easy job.

There is about a 1/5" gap between the light and the bumper on the outsides of the bumper.
You cant notice it unless you look for it.
It's well worth the looks of the 97+ bumper if you ask me.
