Does this sound like a bad turbo?

Ok my car is making a high pitched whine type sound when building boost for a few seconds. It does have some shaft play but I thought that was normal for BB turbos. It does not touch the wall when I move it by hand.
I have done lots of boost leaks and cant find any.

The turbo is the L3r from AGP its a Gt3082r if the turbo is bad can it be rebuilt with a different center section? I know it cant be built again as BB.

I really hope its something Im overing looking. This turbo has not been on the car a year.

kinda sounds like my evo 16g did did when it had a bent shaft but I was able to see the compressor wheel wobble.. I also wasn't able to build boost
