Do I have frame damage? Bumper wont line up correctly.

I got a 96 Talon tsi black and my top bumper bolts in the engine bay aren't all connected the bumper. When I took off my fenders and bumper, and the rest of the front end assembly. I noticed that the right front corner was crinched a little and their was rust forming (that also messed up, the first fender bolt facing the front). I didn't think much of it, but when I went to put the bumper back on I cant get it to align correctly. The 3 bolts from the right on the bumper wont move up to place. I was wondering if the bumper could be messed up or is that little bit of frame damage screwing the whole bumper up? The bumper was banged up pretty badly on the bottom lip and I fixed it with some body filler and paint. But now the hood wont close enough to clip down. And since the bumper wont go up any further the driver side light wont go into place by like an inch. So when I go to close the hood it hits the light. What should I do? Get a new bumper or try to fix the one I got? I have pics, but i'm having trouble posting them. It keeps saying their to big and I dont know how to make them smaller.
 
shrink them wid ms paint.. LOL and i got some frame damage also.. coss alot to get professionally fixed... thank god mine is jsut bumed up instread of crunshed in... if i see some pics i might be able to help u more
