bumper doesnt line up with the hood

hello, i have en eclipse gst and i had an accident a few months ago, i took it to some guy to get it fix and aparently he didnt do a good job, and the bumper doesnt line up with the hood, the bumper is sagging, any advice.
 
does it look like its droopy on one side inbetween the head lights were the gap is closer on one side compared to the other if thats the case it just like mine but without the accident just take the bumper off and theres just a strip of metal that easily bends with pressure. so on the side tahts down just lift up and bend it back....
 
My 98 was mint! Not even a scratch on the undercarrige. However the 97, it was wrecked before I bought it. Things were soo rigged in that car, which is why its stripped right now getting a makeover. Pretty much the fenders didn't line up with the hood and the hood wouldn't close right, and the bumper overlaped the hood! Headlights looked normal until you opened the hood to see every mount was broken and the headlights were DRILLED on with wood screws!

I've replaced the fenders, beaten and cut out soo much metal to get things where they are now... Right now the hood and bumper lines up right... I still haven't goten the new fenders to line up the way I want them to... (perfectly seperated from the hood) but enough to leave everything almost perfect enough!
