So my car all of a sudden has decided to not start. I put a new redtop optima battery in it last week. I tried jump starting but that did not help. Battery voltage is between 12.5-13.5 sitting there. I was able to push start it. Does this conclude it to be a bad starter?

I would first check fuses and check the cables at the back of the starter. Then try jumping the starter by getting 12v to that little black wire going to the starter. See if it spins or tries to spin or makes noise.
