cyclone tech article flawed?

When I try to follow the stages of cyclone operation in the faq, it seems like one chain of events is missing.

He explains the situation in vacuum (1), then when the FPR solenoid has switched over (3). But what about the stage in between, when the manifold is pressurized but the FPR solenoid hasn't switched over yet (2)? Stage 2 in his story would be the part where the turbo is pushing x pounds, and the butterflies haven't yet switched over. ("you got that [turbo] spooled.. at 28 pounds ... It reaches 4200 RPM and bam, the FPRS is activated, CLOSING the solenoid.")

Help me find the flaw in my understanding of the situations:

(1) manifold in vacuum, canister passes vacuum, FPRS rpm requirement not met so is off/open thus passes vacuum, Actuator sees vacuum and closes butterflies.

(2) manifold pressurizes, canister blocks pressure, FPRS rpm requirement not met so is off/open and would pass pressure if it could get through canister, nevertheless Actuator sees no vacuum and opens butterflies.

(3) manifold pressurized, canister blocks pressure, FPRS rpm requirement met so is on/closed thus blocks pressure (unnecessary?), Actuator sees no vacuum and butterflies are still open.

This doesn't seem logical as a setup if the events unfold as written above, because stage 3's result is no different from stage 2. Should the rpm requirement be set below spool up?
Then it might make sense as it would open the butterflies while the manifold is in vacuum, something it couldn't otherwise do.
 
1 manifold vacuum passes through the canister, then passes through the fprs, then to the butterfly accuator

when the boost kicks in it doesn't go through the vacuum canister.

when you hit 4100 rpms the fprs closes and releases the vacuum that is stored in the butterfly actuator opening the valves

the fprs is N/O normally open
when it is powered it becomes closed

also the fprs must be vented for this to work if the cap is still on then the vacuum will never escape
 
Um, I believe that the vacuum is vented with the cap in place. How else would the soleniod function as it's supposed to? (When activated it will allow atmospheric pressure to temporarily reach the fpr thus raising the fuel pressure.)
