my questions is what is the weird plastic material that has indented lines through it that the 2g door panels are made out of and what is the best paint to use to paint it? and is their any way to resurface the panels to make them smooth?

If it's the same type of plastic that is on other car indents,
then regular car paint, is what I have always used.

If the indent is into the metal on the door, then it would be very hard to get it smooth.

My GST does not have this indent, so it would be less of a hassle to buy doors that don't have the indent.

sand them dont to make them smooth..
on any of those panels, you need to scuff, CLEAN and Degrease, then paint. If its spongy feeling, you need to use a dye, but dye tends to rub off. If you paint things, be sure to clear coat them for added protection.
