Could my lifters be sticking?

I reassembled my engine. Did a compression check. I had low compression (on two seperate gauges got 70 and 80 psi) on cylinders 1 and 4. I wet tested it and it only went up like 10 psi each. So this is leading me to believe that maybe the rings aren't bad. The guy i bought the car from swears the motor was good, prior to the head gasket blowing, but who knows. I'm thinking it is possible, but what are the chances that the lifters are sticking in these two cylinders. Since pistons 1 and 4 are moving in relation to one another. The car apparently set for a while at his garage because it needed fixed. So what do you guys think? Does this sound like a lifter sticking/valves staying open problem, or a bottom end. I didn't think it would be the valves because the other two cylinders would be bent too, plus the rockers are all on. I had the car running and it smokes like a mother f'r. I now have the head off the block, is there a way to turn the cams over and tell if the valves are sealing and the lifters are stuck?

I can't do a leak down on it either cuz it's disassembled.

I'm trying to avoid buying a entire engine cuz i'm a broke ass.
 
Dude read my " I think I burnt up some valves" thread I think we are having the same problem.
 
Mine was just missing on #3 Cyl. I did notice a puff puff puff out the pipe but not much.
 
Did you tear down and rebuild the engine yourself?

did you use new lifter?

how many miles were on the engine before hand?(the one you bought)

descibe the noise and what drivng it effects it has?
