So long story short, I bought a 99 Eclipse GST off of this kid and the top needed to be repaired. The fabric needs to be replaced and the frame is broken. I want to know any detailed ways to fix this. Pictures, or a video will be the best.

I think it's known of the "floating rib" the first cross bar closet to the windshield isn't attached to anything, no straps, bolts, nothing. On both ends there are two holes but no other hardware. Where does this bar go?

The floating rib is sewn into the top itself. The arms that were attached to it from the factory were shit, and made from inferior metal so they bend and break. There's a place online that makes a better version that I will one day get and install. Will have to find the website for you and post it.
