CEL code 36

I need to know how to correctly repair the pulsed secondary air injection system. I replaced my ecu on my 95 eclipse gs and the cel came on with this code (36). It has been on for a while but the car runs fine, it just runs a little rich. I have searched and found out what the code was and that mitsubishi did a recall and removed this from the car. I called the dealer to see if they would fix it and they told me that the recall wasn't active anymore and it would cost me $36 to $72 an hr to get it diagnosed and fixed. So I need some information on how to fix it myself or atleast get rid of the cel. Can anyone help me out?

Yes, I am throwing the same code as well. I have no idea how to fix it. Anyone help us.
