Just ran through emissions without one, along with without an EGR Valve. It's the way I bought the car. I can either get a high flow cat and a test pipe, and put the EGR valve on, But would that make my car pass? HC at idle was 2000.0, limit is 220.0. CO was 1.29, limit is 1.20. I'm not looking to spend huge ####ing bucks just to make it pass. It's either that, or I could just re-register it up north more, use my friends house address, and his county as he does not have emissions.

It's also got a pair of 272/272 cams... LOL.. Bought it this way,

But I'm wondering how much does a cat really do? Would it bring it down enough?

I really doubt you'll see much difference in gains between the 2.5 and the 3" exhausts at those hp levels. Where the 3" really matters is when you get power up toward the 400hp mark and over. To keep it simple, exhaust diameter and the quality of bends really only changes the power potential of the engine, so if you want more potential from your engine, go with a bigger exhaust, even if you won't see that potential for years to come. At least you'll be ready for it when it finally arrives. Remember though, when you add more power, you'll just want more!
That's why I went with the 3". My end goals are to see at least 425hp @ the wheels, but I know that if I reach that goal, I'll want even more.
