Car seems to lack power under boost

Well lately when driving around and getting on the onramp when I like to get on it a little in 2nd and 3rd gear it seems like the car is lacking power. My mods are as follows: HKS ssqv, apexi n1 downpipe and catback, hard lower piping for my 14b to smic. It also has a complete motor from a 1g(7 bolt) so it has the 14b but it does have a 2g exhaust manifold. I just put new shaft seals in the throttle body because it was leaking boost from there. I haven't done a boost leak test since I did the throttle body or the lower hard piping. I am running about 9 psi right now but the car still doesn't seem to go anywhere under boost. Any idea's of anything besides boost leaks that could cause this? Also the turbo has a bit of side to side shaft play and the exhaust turbine wheel has chips in the fins. I have another 14b to put in that is in way better shape. Also has idle surge, it surges from 1000ish to about 1800ish, it never dips low as if it had a big boost leak.
 
Its probably either a boost leak or turbo issue. I would suggest replacing the turbo, if the fins are chipped and there is excessive shaftplay then that should fix your issue.
 
Alright thats what I was thinking, I have just been doing so much looking into it and it takes you away from the basics such as a boost leak and makes you looking into other things and its a lot of stuff. I will try those and try to track down some leaks.
 
There are several things you need to check before you go about replacing things.

1 : Boost Leak Test - This sounds like part of your main issue.
2 : Exhaust Leaks - Namely a Pre-Turbo Exhaust Leak
3 : Check your Knock Sensor. If it's bad it will effect power
4 : Compression test
5 : Replace that turbo if you happen to have a spare
 
Well I just put on an uncracked 2g exhaust manifold on my car because it had a 1g manifold that was cracked badly and the exhaust housing on the turbo on the exhaust inlet has some big cracks and hopefully the better condition 14b will fix the problem. The boost on my boost gauge seems to go easy up to 9psi but the car doesn't seem to move.
 
I have a stock 95 tsi and under boost my car seemed sluggish. I replaced the plugs and wires and that did the trick. How long has it been since those have been replaced?
