car boned again?

when i am driving and go to accel and turbo spools up when i hit 3k rpm's i hear a clicking noise til i let off... it only does this when i am doign down the road wont do it when car is sitting... and the ticks dont seem to get louder seem to stay at one level.. engine is a new reman wid 700 miles or so on it (car is a auto AWD) and help would be great.

Need more details...

Do the ticks increase with car speed?
Do they increase with engine speed?
Where do they sound like they're coming from?
Does they affect handling? Vibrations? Performance Loss?

it starts at 3k rmp and ticks stay the same when it starts.. seems like has to do wid turbo cause dont do it til turbo is spooled. and my bov dont go off now.. and car seems more sluggish. mechanic said it might be exaust leak or somethign in the top end but no one knows (he knows shiz about dsm's)
