ECMlink Cant Hold Boost high Boost!! HELP

[1970eclipse]

I Hit the gas in 2nd thru 4th gear. In 2nd and 3rd gear boost jumps up to 20 comes back to 10 then in 4th gear jumps to 20 holds at 15. Im trying to hold 25psi. Ive already changed wastegate and adjusted it, boost leak checked none. flapper fine any suggestions. Could my turbo be dieing?

93 octane
forge bov reciculating.
Internal Waste gate.

Any weird noise when you try and boost? Take of turbo intake and check for in and out, up and down shaft play in the turbo, then go from there.
