can turbos be "over spun"?

do turbos have a "max hp" or anything? im not talking about max boost. i mean like, will x amount of flow make a turbo "break?" for example, can my tiny 13g turbo spin 350whp worth of air? can turbos be "overspun" or something?
 
yep they sure can. My friend has a 1.8t vw gti and he was pushing 24 psi on his ko3 turbo its so small. Its like 4 times as small as a T-2small. The turbine wheel was only the size of a quarter. He spun that thing so fast the barings got so hott and the turbine wheel hit the housing causing the turbine wheel to bend all to hell. Thier are limits on all turbos. but from what i read if you can inscrease the flow or coolent and oil threw the turbo you can push more boost. But its not worth it anyways. Its just easier to upgrade and not have to worry about breaking the compressor side wheel and having pieaces sucked up into the engine.
