boosting problems

I got a 97 gsx, big 16g. Car is boosting really really late. It hits full 10 psi at 4600 and its not like it hits hard, just a gradual change. When on the freeway I floor it in 5th gear and at 70 mph and it takes 3 seconds to hit full boost. Doesn't even feel like a turbo anymore its that bad. Heres what I have done so far...

full boost leak test, fixed all leaks. holds 20 psi and bleeds down to 0 for 60 seconds, checked coils and they are at specs, new plugs, new wires, checked turbo, no shaft play, changed fuel filter, I also used a stethoscope on the exhaust mani, didn't really hear any hissing noise at idle, switch bov's.

I don't know if this other problem has anything to do with it but I'm getting this wierd freeway speed misfiring, really bad vibrating, comes and goes but comes up everytime I boost on freeway. Does anyone have any ideas for I am running out of options. I don't trust the mitsu dealerships down here and RRE is 140 miles from my house and I know the car won't be able to make that trip. Thanks
