boosting problem

Ok so i have a s16g turbo that i had h/u to the solenoid and i was running and holding 9 psi up until i installed a turbo xs mbc. I called turbo xs and they told me opposite what i was told by people at this site, that the side opposite of the knob (the bottom of the mbc) should be connected to the wastegate and the side should be connected to the nipple on my j pipe. I still can run 9 psi and hold it at high rpm, but at higher boost (13-14 psi)i will drop 1 psi quickly and i can not hold boost at higher rpm. When it was at 14 it dropped to 13 then at higher rpm it would fall to 10. Is this due to my boost controller or to a boost leak i have that i did not know about until i increased boost?
