Boost spike suddenly at track

OK, here it is, my car ran 8-9 psi off the wastegate spike on my 16g wastegate. when it gets cold, like 60s on the highway it will spike a little bit. on a hot day it stays at 8-9 psi. at the track sunday it suddenly started spiking at 90 plus degrees. the wastegate line is strait off the manifold, hose is perfect, and still spikes. i unhooked the arm from the flapper and it hits 6-9 psi at redline, so it has something to do with the wastegate arm.
im going to check it out to see if it is sticking, but i dont really know yet. any other ideas to check out
 
update, air rushes past the arm on the actuator when air is pushed into it. i wonder if the diagfram is shot or ripped
 
tested it again. air rushes past the actuator arm unless you pull the arm all the way out, then it stops, im wondering if the arm is not going all the way out or something.
