OK, so I thought maybe my mbc was bad because even when I turned it all the way down boost was spiking to 21 psi. So I pulled the mbc and just put on a straight line and still spiking to 21. Possible boost gauge or wastegate actuator? Oh and by the way I had just fixed all the boost leaks just before this as well
 
Had this problem yesterday, hook your wastegate up to your intake manifold and go for a drive, if that helps then you're golden. I hit 23lbs on a 13b yesterday, scared the crap out of me when I noticed the gauge that high.
 
Make sure your wastegate isnt jammed/wedged up.WHen my wastegate took a dump on me first i couldnt build boost.THen it wasnt letting it open build to much.Let the car cool off then move it by hand.

Hey sorry I didnt get back to you. Got your text but dunno if Im good to text at this hour. Check to see if the vac line coming off the wastegate actuator is getting pinched by your intake. I had that problem with my dejon intake on my 16g. You might need to carefully bend it towards the transmission so its not blocking off flow.
