bolt through timing belt cover

so im looking under neith my 95 talon and towards the back right behind the crank shaft pulley theres a nut sticking through the timing cover! doesnt look like it chewed through What is this it spins when the motor is running

Sounds like the nut holding the oil pump sprocket is exposed. It also sounds like you need a new lower timing belt cover.
