Outisde micrometer on the crank journal and inside micrometer on the inside of the bearings with them installed on the caps (without crank in obviously). Subtract the numbers to get your clearance

Don't forget to tell people to clamp the whole big end of the rod in the vice with soft jaws. You don't want to get blamed for some dumbass twisting a rod ;)
