ok story goes like this, got a 91fwd stock dsm from a cheapy dealer for 300 bucks, his mech couldnt get it to start for a year. I put in a battery, gave it some gas,,,and it came to life, pissed the guy off to, idled like crap and had lots of little stuff wrong, ok, now, replaced the ISC, replaced radiator, put in the proper idle screw,,they had a paper town and 14mm in that hole, idiot, hooked up the ecus temp sencor, i think thats about it, comp check gave 160 158 158 and just over 160 so comp is great, also it doesnt fall at all. Now it still smokes a blue smoke, not so bad at idle but try and drive it and you could be sending smoke signals accross the country, also no boost, its got a good actuator now, the first turbo woldnt spin, i used the good shaft and spindles with my friends old but good center section, its got little shaft play and spins freely just like my big 16g on my other car, but wont make any boost, any ideas peeps???? also think the year old gas has something to do with that smoke,,i know blue usually means oil, but gas kinda turns into other tings when it sits long enough
 
With the compression being that good, it probably isn't the piston rings.

It's probably the valve seals. Dry rotted with the car just sitting there that long, or are stuck/sticking, which is dumping oil from the head into the combustion chamber....burning oil.

Could be the bad turbo though.

I had the same problem but my turbo made boost. Car would smoke(blue) like hell under boost and be fine driving normally. My compression was really low so i had the whole motor pulled and rebuilt from the bottom up. After putting the motor back in i still had the stock turbo that i planned on using for the break in period before upgrading. The car still smoked so i upgraded the turbo and no more smoke. It would be odd in your case to have two different turbo's smoke on you though
 
still no luck, i had thought about seals or head gasket, but after the comp check wouldnt the compression start to fall, it was great, and held compresion, also the turbo does spin freely with almost no shaft play, id like to get the car done so i can take it to the track,,,this is my last issue with the car!
