Blown turbo? or something else?

Okie. Little background. Just rebuilt my 7bolt (no comments on why i rebuilt a 7bolt please!) Anyway, car ran great, minus a headgasket issue...

Tore the head back off. ARP head studs, and a new gasket later. Compression is 181 181 177 178.

Wonderful! But my coolant dissapears for some reason, and my down pipe smokes like a damn tobacco pipe.

If I get on it, the turbo boosts to 14-15 psi. But after I let of the gas, I get lots of blue smoke.?

The turbo had made a funny whining sound when I had the blown headgasket when it spooled, but with the new oil and headgasket, it has gone back to normal.

Is the turbo trashed, even though it still spools easily? Is it possible for it to eat coolant, and blown smoke also?

I just want to confirm it's that before I go buy a new turbo (great time for an upgrade, however.)
 
When mine went, it burnt oil, but blew white smoke and still spooled fine until I totally destroyed it. And the whining the turbo makes as it spools up will be noticable. Check for shaft play and oil (or water) in the compressor.
 
I've never blown a turbo but my friend Marlon has blown plenty. I asked him how do you know if its done and he said:

You know your turbo is on its way out when it sounds like a cat is SCREAMING under your hood.
